Petition Request to the Halifax County Sheriff's Office

 

We, the undersigned citizens, respectfully request that the Halifax County Sheriff's Office refrain from deploying or utilizing Flock Safety automated license plate reader cameras or any other similar mass surveillance technology within Halifax County.

 

While we fully support effective law enforcement and appreciate the difficult work performed every day by our deputies, we believe that the widespread use of automated license plate readers raises significant concerns regarding privacy, civil liberties, government overreach, and the long term collection of data on law abiding citizens.

 

Studies have reported that automated license plate reader systems can experience high error rates under certain conditions, with some testing finding vehicle identification failure rates as high as 71 percent depending on image quality, lighting, weather, speed, and other factors. These limitations increase the possibility of innocent citizens being subjected to unnecessary law enforcement encounters due to incorrect or incomplete information.

 

In addition, documented concerns surrounding automated license plate reader systems include data retention, the potential for unauthorized access or misuse of collected information, data sharing across jurisdictions, tracking of innocent people's travel patterns, and the expansion of surveillance beyond its original intended purpose. We believe that technology with these capabilities should be approached with extreme caution.

 

We respectfully ask the Halifax County Sheriff's Office to continue protecting our community through constitutional policing, community engagement, thorough investigations, and traditional law enforcement methods that respect both public safety and the privacy rights guaranteed to every citizen.

 

Finally, we sincerely thank the men and women of the Halifax County Sheriff's Office for their dedication, professionalism, and service to our community. This petition is not a criticism of our deputies. Rather, it is a respectful request that the Office decline the use of Flock Safety cameras and similar automated surveillance systems in order to preserve the trust, liberty, and constitutional rights of the people it serves.
