The British pre-war method of purely voluntary recruiting has been described by one of her most eminent soldiers, Field-Marshal Lord Roberts, as 'conscription by hunger'. Sir William Robertson said, 'We have always had compulsory service, the compulsion of hunger'. Lord Esher called the voluntary system 'the principle of Unequal Sacrifice'. And it was on the basis of that principle that Britain went to war...Source WFA
Please consider that today, in 2014, that principle still applies, as a memorial to 498 WW1 dead from Stoke-on-Trent gets sold off by the Ministry of Justice to a private developer, against the wishes of the community, amidst £50m+ commemorative events espousing inclusivity of remembrance.
