This is stated in the Threat Assessment of State Actors 2025, a joint report by the AIVD (General Intelligence and Security Service) and MIVD (Military Intelligence and Security Service) and the National Coordinator for Counter-terrorism and Security (NCTV).

It also states that "The threat of sabotage by Russia and pro-Russian individuals in the Netherlands has increased. This often involves LOW-level sabotage, such as digital DDoS attacks intended to disrupt Dutch society and cause unrest.”
