Just heard from our NOAA Fisheries contact.  Amendment 10 is now beyond NOAA Fisheries SE district ability to stop.  They said it is not too late, it will now be in the hands of upper NOAA, and it is likely to be sent to the Department of Commerce before Christmas.  Primary contacts who can stop this are:
