Is this corruption in action?
There is an enormous single family home being built on the second summit of Rigaud Mountain, surrounded by pristine wilderness. This building project lies in the middle of a hiking trail, over a kilometer away from the nearest public road, with a private road, to access it, approximately 2 km long. In 2013 this location was identified as having both a "high" and "very high" ecological value, as per an independent characterization study, conducted by environmental and biology experts, commissioned by the city. In 2016, RCI 229 was implemented to protect this valuable natural area. In May 2020, while most people were preoccupied with dealing with COVID-19, the mayor of Rigaud and the MRC, approved RCI 229-2, which stripped 10 large lots on Rigaud Mountain of protection from development.
This development is evidence that multiple levels of Government are complicit in failing to protect the valuable natural heritage of this area and remain consistent with the values they espouse in their own Sustainability Plans. It is noteworthy to remember that Quebec’s Ministry of the Environment has admitted in open court that it has NEVER refused a developer’s request for a Certificate of Authorization.
