Street art is one of the largest and most dynamic art movements. It has existed from the times of the earliest human beings, as a way to record their presence in their environment. In modern times, street artworks appear mainly in urban, public locations and define the essence of many neighbourhoods and cities around the world. Street art abounds in Asia as well as western countries and in each location has a unique style. Penang, Malaysia is one such place, where street art is an integral part of the city, so much so that it is World Heritage listed.

สตรีทอาร์ตเป็นหนึ่งในการขับเคลื่อนศิลปะที่ใหญ่ที่สุดและมีชีวิตชีวาที่สุด ซึ่งมีมาตั้งแต่สมัยของมนุษย์ยุคแรกสุด เพื่อเป็นการบันทึกเรื่องราวของสภาพแวดล้อมและการดำรงอยู่ของมนุษย์  ในยุคปัจจุบัน งานศิลปะริมถนนจะปรากฏในเมือง สถานที่สาธารณะเป็นหลัก และบ่งบอกถึงแก่นแท้ของย่านใกล้เคียงและเมืองต่างๆ ทั่วโลก ศิลปะบนท้องถนนมีอยู่มากมาย ในเอเชียและประเทศตะวันตก และในแต่ละสถานที่ก็มีสไตล์ที่เป็นเอกลักษณ์  เช่น ปีนัง ประเทศมาเลเซียเป็นสถานที่แห่งหนึ่งที่ศิลปะบนท้องถนนเป็นส่วนสำคัญของเมือง มากจนได้รับการขึ้นทะเบียนเป็นมรดกโลก  

Thale Sukpranee, Hua Hin’s own iconic street artist, known by his artist’s name Ngong or simply as Joe, has had boundless colour and joy to share with the people of Hua Hin. His playful artworks, unlike those of many other artists worldwide, are not a form of activism or rebellion. They are simply Joe’s way of taking a drab, grey surface and transforming it into a thing of beauty, hope and love. Despite his humility, Joe has been compared on many occasions to Banksy, the renowned English artist.

           ทะเล สุขปราณี ศิลปินแนวสตรีทกับผลงานอันเป็นเอกลักษณ์ในหัวหิน หรือที่รู้จักกันในชื่องานศิลปะของ " งง " หรือชื่อเล่น " โจ้ " ผู้ถ่ายทอดผลงานผ่านสีสันและความสุขที่ไร้ขอบเขตเพื่อแบ่งปันกับคนในหัวหินและนักท่องเที่ยวผู้มาเยือน
งานศิลปะที่ขี้เล่นของเขาไม่เหมือนกับผลงานของศิลปินคนอื่นๆ ทั่วโลก ไม่ใช่รูปแบบหนึ่งของการเคลื่อนไหวหรือการต่อต้าน มันเป็นเพียงวิถีทางของ "งง"ในการเปลี่ยนพื้นผิวสีเทาหม่นๆ และเปลี่ยนมันให้เป็นสิ่งที่แสดงถึงความสวยงาม ความหวัง และความรัก แม้ว่าเขาจะถ่อมตัว แต่โจ้ก็ถูกเปรียบเทียบหลายครั้งกับ Banksy ศิลปินชาวอังกฤษผู้โด่งดัง

Joe admits that, in his enthusiasm, he has not always been diligent in ensuring permission to use all the surfaces he has found, and will of course be complying with the Municipality’s directive to remove paintings from private surfaces where the owner is unhappy.

          โจ้ยอมรับว่าเขาอาจจะไม่ได้ทำการขขออนุญาตใช้พื้นผิวทั้งหมดที่เขาพบ และแน่นอนว่าจะปฏิบัติตามคำสั่งของเทศบาลในการลบภาพวาดออกจากพื้นที่ซึ่งเป็นของราชการ

However, Hua Hin Municipality should be aware that Joe’s works are admired and adored by the vast majority of tourists and expats who come to Hua Hin. The signatories to this petition respectfully request that only those artworks the subject of specific, individual complaint be removed, at Joe’s expense. We request that the wider catalogue of paintings on public surfaces be retained. There is a direct financial and social advantage to the city in ensuring the paintings on public surfaces remain on display.

           อย่างไรก็ตาม เทศบาลนครหัวหินควรตระหนักว่าผลงานของโจได้รับการชื่นชมและชื่นชอบจากนักท่องเที่ยวและชาวต่างชาติส่วนใหญ่ที่มาที่หัวหิน ผู้ลงนามในคำร้องขอนี้ด้วยความเคารพให้ลบเฉพาะงานศิลปะที่เป็นหัวข้อของการร้องเรียนเท่านั้นที่จะถูกลบออก โดย โจ้เป็นผู้รับผิดชอบค่าใช้จ่าย เราร้องขอให้เก็บภาพวาดบนพื้นผิวสาธารณะที่คงเหลือให้ยังคงอยู่ เนื่อจากเมืองนี้จะมีความได้เปรียบทางการเงินและสังคมโดยตรงในการทำให้ภาพวาดบนพื้นผิวสาธารณะยังคงจัดแสดงอยู่

Joe is only guilty of being overly eager to share his positivity and love with the community. He is a kind and generous man who in 2024 created artworks at an event at Centara Grand Beach Resort and Villas. That event, in just one afternoon, raised 80,000 baht which was donated in full to Scholars of Sustenance, a local food-security charity. This is not the action of a wanton criminal. Joe only seeks to be an uplifting force in Hua Hin.

           โจ้มีความผิดเพียงเพราะกระตือรือร้นที่จะแบ่งปันความคิดเชิงบวกและความรักของเขากับชุมชนมากเกินไป เขาเป็นคนใจดีและมีน้ำใจซึ่งในปี 2567 ได้สร้างสรรค์ผลงานศิลปะในงานที่เซ็นทาราแกรนด์บีชรีสอร์ทแอนด์วิลล่า ในบ่ายวันหนึ่งงานดังกล่าวระดมทุนได้ 80,000 บาท ซึ่งบริจาคเต็มจำนวนให้กับ Scholars of Sustenance ซึ่งเป็นองค์กรการกุศลด้านความมั่นคงด้านอาหารในท้องถิ่น นี่ไม่ใช่การกระทำของอาชญากรที่ป่าเถื่อน โจ้เพียงแต่มุ่งหวังที่จะเป็นพลังยกระดับในหัวหินเท่านั้น

       We implore the Municipality to realise the value of Joe’s artworks. We also ask that property owners be allowed to make personal decisions regarding installing Joe’s art on public facing surfaces, without the involvement of the Municipality. Joe’s artwork should be cherished, not destroyed.

            เราวิงวอนขอเทศบาลให้ตระหนักถึงคุณค่าของงานศิลปะของโจ้ นอกจากนี้เรายังขอให้เจ้าของทรัพย์สินนั้นได้รับอนุญาตให้ตัดสินใจเกี่ยวกับการติดตั้งงานศิลปะของโจ้บนพื้นที่ส่วนตัวที่สาธารณะชนพบเห็นได้ โดยไม่ต้องมีส่วนร่วมจากเทศบาล งานศิลปะของโจควรอนุรักษ์ไว้ มิใช่ทำลาย
