Why didn't Mart Dock buy the Cobb property and leave Fisherman's Landing and Campground alone?

The 2017 Muskegon Lake Plan says to upgrade

Fisherman's Landing as a recreation area,

especially for the Jackson Hill neighborhood,

and use the Cobb Plant property for port expansion.
