China expands diagnostic tool for COVID-19

Before Feburary 13th, the patients have been diagnosed via PCR. Due to shortage of supplies, China has decided to expand its diagnostic tool in Hubei Province alone to tightly contain the virus. Now confirmed cases can be based on clinical diagnosis, including the use of CT scans. This leads to a surge in confirmed case on Feburary 13th, with nearly 15,000 new cases added.
