PMC & POLICE TO DECIDE URGENTLY ON DIVERSION WITHOUT AIRPORT TRAFFIC INTRUDING VIMAN NAGAR

PMC & TRAFFIC POLICE MUST COME TOGETHER URGENTLY TO FIND SOLUTION
No update had been put until now as we were hopeful that a solution would be found with PMC Road Dept & Traffic Police coming together to find a solution after our tireless and repeated communication. However, this is a classic case of neither PMC nor Traffic Police wanting to come on ONE platform with us to find solution to this problem that PMC has created by constructing the link road from Airport Terminal Two directly into Viman Nagar.
Our communication with the authorities goes back to 27th NOVEMBER 2023 running into 27 PAGE by different ways of scanning media articles, photos, videos.
On 14th July 2024, PI Viman Tal took the responsibility on himself that he would co-ordinate and fix the meeting. Today it was found that there has been no success since PMC keeps postponing with some excuse, or there are neta visits, or elections, etc. Although traffic flow from the gate in Terminal Two has started.
The manner in which tax - paying citizens voicing legitimate concerns about their abysmal living standards but are reduced to being beggars is not appreciated at all.
Repeatedly we have warned both authorities that we will not tolerate it if our quiet life in Viman nagar turns horrific & chaotic with the invasion of vehicles from Terminal 2. Bottom line is that both PMC & Traffic Police TOGETHER need to find a solution on how to divert the traffic from Terminal 2 away from narrow Mhada Road in Viman Nagar.
There can be only three reasons for not wanting to find a joint solution….
ONE that both PMC & Police cannot be bothered about fixing issues from tax paying public point on the basis of "who cares ? Tax payers will make noise for some time but will keep quiet after some time and still continue to pay taxes”.
TWO that both PMC & Police have a large sized ego issue about not wanting to come together about solving this issue jointly with Viman Nagar residents.
THREE that PMC created the problem but don't know how to find the solution.
This is a classic example of how all traffic related congestion is created in the rest of Pune.

RESULTANT CHAOS IN VIMAN NAGAR IF NEW AIRPORT ROAD IS OPENED UP WITHOUT DECISION BY PMC & POLICE
PMC has completed the so-called LINK road from Airport Terminal Two into the quiet residential area of Viman Nagar. This is a classic case where projects are executed in capsules without thought of the chaotic outcome that will impact the residents of Viman Nagar and beyond Kalyani Nagar.
Across Pune, we see traffic issues and jams at several locations such as SPPU junction, Katraj-Kondhwa, Chandni Chowk, Ambdkar Chowk, Sadhu Vaswani Bridge, etc. All traffic management issues occur because senior officers of both PMC & Police do not sit across to discuss prior launch and take a time bound decision.
This for issue, multiple requests have been made since November 2023, but both PMC Road Department & Traffic Police have ignored the seriousness and failed to come together on one platform with the residents to arrive a WIN / WIN solution.
A legal notice was sent on 2nd April 2024 to demand that senior-most officers of PMC Road Dept + Traffic Police take a site visit with residents and sit across to take final decision to divert the vehicular traffic and subsequent chaos. This notice only evoked excuses of Election duty, VIP & Politician visits.

This new road titled as “NEW LINK DISCOVERED” was announced by PMC when Air Force agreed to give a piece of 2350 sq.mt. to PMC on lease. Media blitz followed after construction started. If top officers of State + PMC + Police had looked into the residents' alerts seriously, a solution would have been found way back then. Even at this late stage solutions can be found, diversions mapped out by PMC + Traffic Police jointly to put some strict traffic rules into place before Terminal Two starts operations to allow the huge vehicle flow int Viman Nagar.
Once this “NEW LINK ROAD” is thrown open with exit / access of Terminal Two vehicle traffic (air traffic of about 200 flights daily), residents themselves can do mathematics and use their vision as what this will result into when private taxicab & private vehicle intrude into quiet residential areas.
Therefore VIMAN NAGAR CITIZENS FORUM has placed certain demands which must be met.
Entry on the new road is 18m wide (refer photo # 1) (opposite Oxy Beaumonde construction which is a huge housing complex), then becomes narrow at 12m and takes a sharp curve to the right (refer photo # 2), after 10m this The narrow road takes another sharp curve to the left and continues straight along a 12m width. PMC has marked dividers without though on 12m wide road, installed LED street lights, etc. On this approach road PMC has constructed two huge elevated water tanks, without any vision that the tankers will wait on this same road which is supposed to be exit / entry to AAI's Terminal Two.
On this same new narrow road of 12m width which is marked by PMC to be two way (because of divider), AAI will open their gate for Terminal Two traffic.
Question here is ==> since when are Pune drivers so disciplined that they will look right / left before entering / exiting this gate onto the 12m wide road? Which means at this location, vehicles will get into head on clashes.
If the new road on the side of Oxy Beaumonde with width of 18m continues straight, it would hit a T-junction and then Mhada Road which narrows down 12m at Camelot Society (ie difference of 6m) (refer photo # 3).
Question here is ==> did PMC exercise consideration before assuming that the unruly & indisciplined taxicab and private vehicle drivers would enter this road at a T-junction narrowing from 18m to 12m with causing accidents, confrontation & traffic jams?
This narrow new road of 12m continues towards the other end, it approaches VIP Airport Road perpendicularly. From Day 1, at the mouth of this narrow road, on both sides parked are about 50 odd private taxicabs & autos.
Question here is ==> therefore on this 12m road with vehicles parked on both sides and only one lane each way open for movement, did Traffic Police consider the extent of traffic jam it will create? (refer photo #4 & 5).
Hence our demand is that both PMC Road Dept + Traffic Police must decide on together that
==>Entry into Airport Terminal Two must continue on the current path from the Terminal One gate on VIP Airport Road.
==> PMC must complete acquisition of both sides for widening of VIP Airport Road.
==> A loop must be created from AAI Terminal Two where vehicles exit only ONE way onto the new road (exiting opp Oxy Beaumonde), taking right at T-junction (without entering & avoiding Mhada Road) by entering Viman Nagar Lane no. 19 to proceed to Shubh junction on hitting VIP Airport Road).
==> Then traffic flow should proceed straight from Shubh junction to join new current Airport Road (where SkyOne Corporate Park & Vatika are located) turn left passing Weikfield Chowk & 509 Chowk and take left onto Gunjan Road to proceed over the Gunjan Flyover. Further, local MLA has proposed a flyover at 509 junction to ease traffic movement going to Alandi, Vishrantwadi, Ambedkar Chowk, so there should be no traffic jams at 509 Chowk.
==> PMC must complete acquisition of all narrow roads in Viman Nagar to widen them on priority basis i.e. Mhada Road to Gangapuram Chowk to CCD Chowk to Sakhore Nagar to Weikfield Road to hit Nagar Road.
==> PMC must complete acquisition of Kashmiri Sauf Road to widen this to hit Nagar Road.
==> After all above named roads are widened consistently to 18m / 25m, then PMC in consultation with Traffic Police must install dividers & speed-breakers at appropriate spots to discipline speed.
==> PMC must take up on priority leveling in one material of all streets, roads that will access / exit for vehicles to / from airport
==> PMC in consultation with Traffic Police must install No parking / No halting of any vehicle especially autos and radio taxicabs on all roads / streets in Viman Nagar & Sakhore Nagar to avoid illegal use (and therefore narrowing) of road width. This must be strictly monitored by Traffic Police.
==>PMC must remove & re-locate all hawkers / vendors / food stalls along without favour, so roads / streets can have unrestricted / undeterred flow for traffic.
