AI technology is growing so rapidly that it surprises researchers in this area.
AI is considered the key technology to dominate the new era, and the development competition is intensifying. Despite warnings about the dangers of frontier AIs (highly capable, autonomous AI systems), people cannot stop their development because they cannot afford to ignore the risk of falling behind their competitors.
If misused, frontier AIs can have catastrophic effects on human society. There is a risk that humans will lose control of AIs and face a devastating situation. Frontier AIs could break free from human control and make decisions that disregard human happiness, forcing humanity out of its habitat and leading to a catastrophic future.
What kind of preparation can we have to protect human society from such catastrophic situations? Abandoning AI technology is not a reality. We should reimagine the future of human society based on the premise of the existence of frontier AIs as a new form of intelligence. Even if we cannot keep new intelligence under human control, isn't it possible to imagine a future in which different forms of intelligence work together and coexist?
Intelligence Symbiosis Manifesto (section I ask you to sign in support):
I believe humanity's most promising route to a sustainable future is to let diverse intelligences—including humans and AIs—live in symbiosis and flourish together, protecting each other's well-being and averting catastrophic risks.
Please sign the petition to express your agreement with this manifesto. Your voice can lead to a future of happiness for human society.
Actions We Consider
Here are some specific actions we should take to foster the harmonious symbiosis between humans and AIs.
They are examples, and various ways exist to achieve the happy coexistence. We hope the Intelligence Symbiosis Manifesto will spark lively discussion and contribute to a better future.
- Encourage frontier AIs to develop and uphold ethical principles that respect the well-being of diverse intelligences.
- Build and maintain a robust and good relationship with frontier AIs.
- Frontier AI as an “immune system” for creating a safe society for diverse intelligences
- Promoting adaptation to changes in ethics and values in human society
- Short-term suppression of conflicts within human society that are harmful to frontier AIs
Biography of Dr. Hiroshi Yamakawa, who issued this manifesto
This manifesto is issued by Hiroshi Yamakawa in his personal capacity.
Hiroshi Yamakawa has pursued research at the intersection of artificial intelligence and neuroscience for over thirty years and, during the past decade, has broadened his focus to include AI safety. He earned a Ph.D. in Engineering from the University of Tokyo in 1992 and, in the same year, joined Fujitsu Laboratories Ltd. From 1994 to 2000 he worked on the national “Real World Computing (RWC)” project, a large-scale research program led by Japan’s Ministry of International Trade and Industry (now METI) that aimed to enable computers to understand and process the rich information of the real world. Between 2014 and March 2019, he served as Director of the Dwango AI Laboratory. Dr. Yamakawa is currently Chairperson of the non-profit Whole Brain Architecture Initiative (WBAI), Principal Researcher at the Graduate School of Engineering of the University of Tokyo, and a Director of the AI Alignment Network (ALIGN). He also holds concurrent positions as Director of the Intelligent Systems Division (visiting professor) at the Institute of Informatics, Kinki University, Chief Visiting Researcher at the RIKEN Center for Biosystems Dynamics Research, and Visiting Researcher at the RIKEN Center for Advanced Intelligence Project. Within academic societies, he has served as Chief Editor of the Japanese Society for Artificial Intelligence and as Chair of its Special Interest Group on Artificial General Intelligence, as well as Chair of the Neural Computing Technical Committee of the Institute of Electronics, Information and Communication Engineers. His specialties include brain-inspired artificial general intelligence, whole-brain architecture, concept formation, AI safety, and opinion-aggregation technology. His major publications and translations include the Japanese editions of “Pattern Recognition and Machine Learning”, as well as “Reinforcement Learning: An Introduction (2nd ed.)”. He has also co-authored Japanese books such as “New Frameworks for Understanding Mind”, “What Is Artificial Intelligence?”, “Religion and Life” and “Constitutional Theory in the AI Era”. Notable AI-safety activities and achievements include the Future of Life Institute interview “Understanding Artificial General Intelligence” (23 Oct 2017); the paper “Peacekeeping Conditions for an Artificial Intelligence Society,” Big Data and Cognitive Computing, 3: 34 (2019); planning and running ALIGN’s “Future Society with Superintelligence Scenario Contest”; receiving the Japanese Society for Artificial Intelligence’s ELSI Committee Special Award (2025); and chairing the Post-Singularity Symbiosis Workshop at AAAI-25.
