Dear President Joe Biden and Vice President K. Harris,
I pray at the arrival of this letter, requesting Clemency for “Brian L Rowe” #63555054, who is presently an inmate at Fort Dix Federal Prison, President Biden, and Vice President Harris, White House Staff and each reader of this warranted request are in the best of health and spirit. Thanking and being grateful for your faithful services.
On behalf of the family and our hurting Community, I write this letter in support of Brian L. Rowe who could have been prevented from contracted Covid19 after Federal Bureau of Prison Director Michael Carvajal (on April 2020), approved Brian’s compassion home release but, two weeks later Fort Dix Case Manager told Brian, he was not going to be released because Brian has not completed 50% of his time. Today Brian has completed more than half his sentence.
With great honor, I would like to personally thank you, President Biden, Vice President Harris, in advance I declare by faith for honoring our request to approve Brian L. Rowe Clemency. Brian's experience while in the Federal Prison has provided our community with a tool that will be extremely instrumental in fulfilling our mission in reducing recidivism drastically.
President Biden, you have proven to be our great public leader and your passion to leave a great legacy of your genuine commitment to our country is beyond appreciation. Thank you for bringing us back to normal.
As a former NYC Senior Federal Correctional Officer, Social Worker, Crime Prevention Specialist, Service Provider, Union Leader, born and reared in the South Bronx and now Chaplain, Senior Pastor, Brian, Dr. Simon, and I want to instrumentally invest into our country with corrective action and strategic innovative proposal of "Leading Beyond Expectation/Life Switch University" which will conquer and drastically reduce second-generation career criminals, gun violence and recidivism.
The following are facts about why Brian L. Rowe has earned the approval of Clemency:
As the Federal Bureau of Prison records prove Brian is a model inmate, he has never had any disciplinarian infractions in the entire duration of his imprisonment. In fact, Brian has volunteered and taken classes with Dr.Jill Knapp of PTI/Mercer County Community College.
Brian is a first-time offender for a non-violent crime. On or about April 2020 Director Michael Carvajal approved Brian's compassion release, his mother was contacted by Alabama Probation and her home was approved for Home confinement/Compassion Release. Unfortunately, two weeks later Brian's Case manager advised Brian his release was rescinded.
Following, as noted in Brian’s medical records, months later Brian contracted Covid19, FOBP administer the vaccine, not in accord with CDC guidelines. Brian’s health continues to be compromised and deterring. Brian has completed more than half his sentence eligible for Clemency. Brian's life is being compromised to an avoidable death sentence.
We are concerned due to Brian was not been given a vaccine within the CDC guidelines. Specifically, Brian was given a vaccine injection and the second dosage was injected after the 28-day period.
Brian’s medical conditions include diabetes, numerous artery problems, liver abnormalities, hypertension, asthmatic, additional neurological complications, and prolonged use of corticosteroids.
Brian's health and welfare continue to be at a heightened and substantial risk his health conditions getting worse and no preventive measurements are in place in protecting Brian L. Rowe against premature death and contracting diseases that are in the prison.
Our community needs role model inmates such as in the case of Brian who has demonstrated beyond a reasonable doubt that he is not a dangerous offender, nor at risk of outweighing recidivating.
On April 24, 2020, the world health organization issued a scientific brief saying that the public believes that a one-time infection that leads to immune immunity remains unproven, and is unreliable as a basis for a response to the pandemic.
Furthermore, Mia Jankowits, Business Insider, a Nevada man was reinfected with the coronavirus, the first confirmed case in the US, and the second time was worse.
In conclusion in the case:

September 17, 2020, Case cited “those who have tested positive for COVID-19” QUINTANILL responded there is no conclusive scientific test demonstrating that an individual cannot become reinfected with the disease nor is the existence of a prior COVID 19 diagnosis a legal bar to compassionate release.
