If Norman Scott notified the authorities, 911 call, on the the night of the incident, that deadly force was used, in self defense invokes immunity from criminal prosecution. According to Fla law - Section 776.032(1), Fla. Stat. (2017); see ch. 2005-27, Laws of Fla. The criminal immunity "includes arresting, detaining in custody, and charging or prosecuting the defendant."  & 776.032 (1)  Fla. Stat. In  Dennis v. State, the Florida Supreme Court held that a motion to dismiss asserting immunity under section 776.032 "should be treated as a motion filed pursuant to Florida Rule of Criminal Procedure 3.190(b)" and that the trial court should conduct a pretrial evidentiary hearing and decide the factual question of the applicability of the statutory immunity." 52 So. 3d 456,464 (Fla.210).

According to Gifford's Law Center, "Florida has enacted a particular stand your ground law which allows people to use deadly force without retreating, in public, even in situations where a person is not in imminent danger of death or serious bodily harm.

According to Stand your ground Statistics in Florida, 79 percent of the cases where the victim was black, no arrest was made in comparison to 59 percent of the cases where the victim was white; the application of the stand your ground laws, in Florida led to racial disparities, with whites who kill Blacks in stand your  ground states 11 times more likely to be justified than blacks who kill whites; White defendants are 281% more likely to have stand your ground laws invoked on their behalf than Black defendants in the state of Florida.

Because it's clear that racial bias, dictates who uses the defense of stand your ground laws, even with overwhelming evidence, as in Norman Scott 's case.  Voters everywhere this law is enacted, should repeal it, so that justice, and fairness can be restored in the Criminal Justice System.
