CTV story on Paul Franklin

In a related development, SISIP LTD has asked Paul Franklin to prove his' legs did not grow back after he was hit by an IED in Afghanistan in 2006! Last year VAC asked him to prove that & this year the CF decided to ask for proof though MANULIFE. CTV just aired a story where it was revealed that Manulife is ADMINISTRATOR, not insurer.
