The TIA Act would make the 49 CFR 371.3 transparency rule a Federal law, forbid contractual waiving of carriers' transparency rights, make it clear that transparency violations by big brokers constitute evasion of regulation, and create a new private right of action so truckers can enforce their rights to broker transparency.

The TIA Act would set up a 24-month junior broker license and require new brokers to use escrow accounts until they prove they are responsible with carrier money. Then, their bond would go up by 50%.
