So this is a dog which council has deemed friendly, non threatening and not aggressive dispite previously snapping at us and other, killing our dog in a vicious manner and attacking our other dog.

 The only investigation the local council has ever done into the matter is talk with the alleged aggressive dogs owner. Adequate fencing or enclosure is required and dogs are able to be in the front yard off leash providing owners are there.
