In the article; it is noted that the effects of RTPM (Such as SafeScript in VIC) have documented cases of a "chilling effect". Resulting in: 

• Increased stigma
• Reduced prescribed amounts of opioids
• Cessation of treatment of opioids 
• Inadequate pain relief {as a result of the above}
• There is little mention of medical marijuana

The article also notes that the majority of opioid related deaths were due to heroin, an illicit drug - not prescribed by any medical professional in Australia.
