The UN CRPD Convention: When will it be applied in France?

Dear friends,
The UN CRPD Convention prohibits forced hospitalization and forced treatment as discrimination and a violation of human rights (General Comment 1 to article 12, guidelines on article 14).
In France, it is the Defender of Rights who is responsible for enforcing this Convention, as well as the National Consultative Commission for Human Rights and the National Advisory Council for Disabled People.
The implementation of this convention is done through exchanges between the French state, the Convention Committee, and civil society, ie user associations. It's a slow process, over years. It's diplomatic, and the government ignores its commitments.
Lobbying is also done at the European level.
The petition is not enough: we must join user associations to assert our rights.
