Having To Escalate The Reporting To the Federal Level

I've had to report some content that Facebook has removed to both the FBI and the Secret Service. Why can't Facebook just enforce their own TOS? After all, threats against the POTUS and threats of terrorism certainly violate the Facebook TOS, let alone federal law.
