Spoke with Brian Babyak, Department Manager of Planning & Zoning for the City of Rio Rancho this afternoon. He plans to bring the topic up at a Tuesday, August 11th city meeting. NMDOT will need to be involved in conjunction with the city, which can make progress slow, but not impossible.
