Measure HHH which funded $1.2 billion in taxpayer dollars was SOLD to voters with the idea of building Housing for the Homeless and services to help them. Measure HHH, enacted in November 2016 was in fact a deal for developers and for buying land. Because it was bond money, the law did not allow for the funds to be used for services but only for buildings and land. We took a closer look into HHH and found the money went to developers for loans and most project had not been cleared for construction.
