As time passes, some details are emerging around these cuts:

  • SOLS and OLS-N have also had to cut the postage rebate they offered libraries. That rebate helped libraries mitigate the cost of sending and receiving items through the mail that could not be sent on the courier they ran.
  • It appears SOLS will fully reactivate the online system that allows libraries to order materials from each other around May 31st.
  • At this point, it appears unlikely that courier service will resume at the same time the ordering system returns. It is unclear whether another low-cost option for moving books between libraries will emerge.
  • Right now, it appears libraries will likely have to cover the full cost of mailing any interlibrary loan items. Given the value and weight of these packages, this will represent a high cost for any libraries that opt to continue providing the service. 
  • If my understanding of the Public Libraries Act is correct, it is illegal for public libraries to charge our users for interlibrary loans. This normally ensures everyone is entitled to the same high level of service and access to information.

    In this instance, since libraries are already locked into their 2019 budgets, it means there is likely no way for many libraries to find the funds to run interlibrary loan without the courier service. This may be especially difficult for rural, remote and Indigenous libraries, where the service is most needed.

So, while SOLS is indicating some elements of the province's interlibrary loan system may be restored around May 31st, at this point it's by no means clear that all libraries will be able to afford to run the service.

Thanks so much for signing and sharing this online petition, it really does mean a lot to library staff. Hopefully it'll be one drop in the bucket toward getting these cuts rescinded.
