Update of petition numbers proposed

The U.K. Uses a model of 10,000 and 100,000 signatures to compel the government to respond. As the Australian population is roughly 40% of the U.K.'s, our proposed figures of 4,000 and 40,000 respectively reflect proportionate thresholds for the Australian government, appropriate to our population.
