This lowers council's contributions into council pension funds by half and no new contributions by current council workers. This also includes Police civilians. 

BBC inform that the new pension that new joiners would have to join, payout is not guaranteed, but instead depends on contributions made by the employee and employer, and gains (or losses) from market investments.

The Local Government Pension Scheme is split across 98 administering authorities in the UK, 86 of which are in England and Wales.
