There's a great story in the Globe and Mail today laying bare Doug Ford's perpetual rational for the corrupt greenbelt scheme - housing.  You can read the entire article here but it makes a few key points:

1. First, the majority of the severed lands will likely not have the necessary infrastructure (hydro, water, telecom etc.) requirements to even support housing development for up to 25 years! You read that right - 25 years. 
2. Such infrastructure will cost some communities up to $2 billion to establish.  And there isn't even a plan in place to ensure that developers even achieve their development timetables. Nothing.
3. Because the Ford government worked to keep the deal a secret, affected municipalities weren't even consulted with, regarding infrastructure needs, prior to the severance. 

All this is to say that it is obvious that this was never about homes in a hurry.  It was about greed, corruption, backroom meetings and money.  And now Doug Ford must resign.  The deal must be rescinded and a full and thorough criminal investigation launched.
