15 DAYS TO SPEAK UP FOR TURTLE BAY’S SHORELINE!

Help Document Shoreline Conditions at Turtle Bay! Submit Written Comments by October 23!
Kūpaʻa Kuilima is encouraging community members to learn about and participate in the State’s shoreline certification review for Turtle Bay, located at 57-145 and 57-275 Kamehameha Highway on Oʻahu’s North Shore.
Why this matters:
Shoreline certification helps establish the location of the shoreline, which is used in determining shoreline setbacks and other coastal land-use requirements. The State’s review considers the application map, photographs, and other relevant information.
The current application, OA-2198, is for shoreline certification for setback purposes. Community members can review the proposed shoreline map and photographs and submit written comments based on their own observations and information.
HOW TO PARTICIPATE:
1. Review the application materials
Proposed shoreline map: https://ags.hawaii.gov/survey/files/2026/10/OA-2198-Map.pdf
Applicant’s shoreline photographs: https://ags.hawaii.gov/survey/files/2026/10/OA-2198-Photos.pdf
Compare the mapped shoreline with the photographs and consider whether your own observations provide relevant additional information.
2. If you can safely and lawfully access a public viewpoint, document actual shoreline conditions.
If you are able to visit a lawful public access point or public trail, consider taking photographs during high tide that accurately document the observed waterline and wave wash. Where safely possible, use a viewpoint and direction comparable to those in the application photographs so the images can be meaningfully compared.
Please follow these essential guidelines:
- Use public access points and public trails only. Do not enter, cross, or pass through Turtle Bay property.
- Do not trespass, cross barriers, or enter hazardous areas to obtain photographs.
- Photograph actual conditions; do not stage, alter, or misrepresent the waterline.
- Record the date, time, location or public viewpoint, and observed conditions.
- Preserve the original, unedited photographs and explain what each image shows.
- If possible, include recognizable, fixed land features to help establish the perspective.
You do not need to visit the site to participate. You can submit written comments based on your review of the application materials and your own relevant knowledge or observations.
3. Submit written comments to the State Land Surveyor
Under Hawaiʻi Revised Statutes § 205A-42 and Hawaiʻi Administrative Rules § 13-222-12, comments must be submitted in writing within 15 calendar days of the public notice.
Deadline: October 23, 2026 — postmarked no later than this date.
Mail your comments to:
State Land Surveyor
Department of Accounting and General Services
Land Survey Division
1151 Punchbowl Street, Room 210
Honolulu, HI 96813
Identify the application as OA-2198 and include the property address and tax map key numbers: (1) 5-7-001:048, 049, and 050.
You may include your written observations, relevant photographs, and a clear explanation of how your information relates to the proposed shoreline certification. Keep a copy of everything you submit.
For application information, contact Barry Cheung at barry.w.cheung@hawaii.gov.
Your observations matter. Public participation provides an opportunity for the State to consider relevant information when reviewing shoreline certification applications. Whether you submit photographs, share firsthand observations, or review the application and send written comments, we encourage you to participate thoughtfully, accurately, and lawfully.
Please share this notice with others who care about the future of Kuilima and Oʻahu’s North Shore.
