Belle Isle design competition commemorating Detroit 1967 uprising

seems like an odd thing to do, commemorating the 1967 detroit race riot by using the carillon on belle isle. since the state take-over, belle isle has ceased being the people's park, and is now a "jewel" co-opted by the very wealthy.
