In refining Emily's Law, I made several key adjustments, including revising the age requirement for minors. When it comes to advocating for new laws, flexibility and strategic compromise can be crucial. The proposed law would specifically address minors aged 16-17 who are charged with Unauthorized Crossing of State Lines with a minor aged 13 or under.

If a 16 or 17 year old can be charged with rape with a child 13 and under.  Then they should not be allowed to take another child 13 and under across state lines without parental consent.
