Backyard Breeder ads and scams (Craigslist and many others) cost shelter dogs their lives.
 
It’s an epidemic and getting worse!
 
Here’s the fix:
 
A tax on all pets for sale advertisements with transparent registration.

Scammers will not be able to complete registration and will not receive permit to advertise.
 
Animal Shelters and Rescues overflowing with adoptable pets are forced to compete with Backyard Breeders that don’t comply with regulations. 
 
Despite Craigslist rules prohibiting the selling of animals, annual estimates of 15 million “pets for sale” ads are published nationally on hundreds of websites.   
 
Insufficient pressure on Facebook, Craigslist and other sites allow Backyard Breeders, Puppy Flippers, Mills and Scammers go unchecked.
 
While many animal welfare organizations support the end of Backyard Breeder ads, they have been largely ignored. 
 
In the past Legal and Public pressure on Craigslist, Backpage and others have forced them to end their “erotic” and “adult” services.
 
The proposed law is designed to hold backyard breeders, scammers and websites and publications that enable them accountable. 
 
Taxing all pets for sale advertisements with transparent registration, no ads can be legally published prior to paid tax, registration and permit.
 
Would Scammers or  Backyard Breeders pay taxes and complete comprehensive  registration , providing Identification, Location, Vaccinations and Health Information?
 
Very simply NO CHANCE! 
 
That’s 100% completely expected!
 
No Tax=No Ad,
No Registration=No Ad,
No Ads=No Sales,
No Sales=No Profits and 
No Breeding
 
Websites or publications would be prevented from accepting ads without paid tax and registration and (checkable) permits. 
 
Large civil penalties will discourage Websites and Publications from accepting untaxed and un permitted ads. Private enforcement is also a possibility.
