Guidelines in the Arsenal Historic Conservation Plan, adopted by Benicia in 1993, direct, "Enhance the unified identity of the subdistrict and its image as a former residential officers' enclave" and "To minimize the height and bulk of larger buildings, third floor spaces should be partially concealed ... by gables, dormers, and the like" NOT vertical parapets and fourth-story penthouses!  Do you want to see the Commandant's Residence over-shadowed by these 4-story condo's?!
