【Change.org Signature Campaign Closure Notice】

Thank you for taking the time to read this.

As mentioned earlier, the Tokyo Metropolitan Area's largest waste incineration facility (private project) in the upstream area of the Akigawa-river Gorge, which was the challenge of this campaign, has been withdrawn by the operator.

In Hinohara Village, regulations related to conflict prevention are being developed in response to the same project. Therefore, this signature campaign will be concluded in the near future..

One of the goal of reaching "100,000 people" has been significantly achieved through the interest and support shown by everyone. "To all of you who provided warm support and heartfelt encouragement, thank you very much." Looking back on the process, we hope that this case can serve as an example if similar issues arise in the future. *Though this is a lengthy statement, the latter part is particularly important to convey.

In this matter, we approached it from both a "remedial" and "preventive" standpoint.

Regarding the "signature" aspect, we gathered and shared objective judgment materials with volunteers and experts, emphasizing the importance of acquiring accurate information before making any judgments. We also worked behind the scenes on activities such as comparing legal requirements with the current situation (specific requirements), providing information through decision-making schemes and policy recommendations.
So far, we have discussed the "licensing and authorization decisions" and "autonomy" related to the proposed plan.

Throughout this process, we actively engaged in dialogue with many "stakeholders." In addition to those who supported or opposed the project,
we also heard voices such as "Although I don't think this is the right location, we rely on waste disposal here," "Don't we need to build it somewhere?" and "I'm genuinely concerned, but a less populated area would probably be better."

Furthermore, we listened to the heartfelt desires of many visitors seeking tranquility from both inside and outside of Tokyo, inquiring about "what kind of community they would like it to be," and we circulated their voices among the residents.

In the process, what we felt we should take action on was to convey our message through "expression of intent" and simultaneously emphasize "gratitude towards nature" and "let's choose the future, society, and the future of our children together."

As a result, the Thanks Hinohara Project was launched. (https://thankshinohara.jp/)

①Support by signing: https://thankshinohara.jp/signature

②Support with Koinobori (carp streamers):

https://thankshinohara.jp/send_koinobori

③Support through a photo contest: https://thankshinohara.jp/photo

Based on these three initiatives, we started taking action with the aim of fostering open discussions and considerations regarding the appropriateness of the plans and conditions in the water source area, traditional primary industries such as forestry, tourist destination,  rather than treating it as a disputed area.

Throughout this process, numerous deliberations, dialogues, and collaborations took place. As an extension of everyone's activities, we sought to support in ways that resonated with them, creating a positive and bright narrative.

Among the attached messages, there was a heartwarming message that said, "These are the carp streamers that my mother gave me as a celebration when my child was born. I would be happy if these precious streamers could bring joy and happiness to someone else." We have received heartfelt messages from artists and people from both inside and outside the watershed who have a connection to this project.

In the photo contest, participants visited Hinohara Village, reflecting on past memories, and submitted their photos. The winners had the opportunity to enjoy the fresh greenery of the Akigawa Gorge on electric rental bicycles.

The seeds have sprouted, and with the support of volunteers, events, experts, and many others from both the local and external communities, it has become a "gentle movement." It is gradually spreading its roots and expanding the circle of empathy.

Although the plan was withdrawn approximately one year after the application, initially we expected the process to take around five years, considering similar cases as references for reaching a conclusion. The project is designed based on this timeline.

The signature action will come to an end as of today, but as we discuss the future, we kindly ask you to continue to lend us your support and keep your hearts open to our shared belief of "realizing the importance through enjoying nature." We would be grateful if you could keep an eye on related actions.

Furthermore, if our experiences can be of any help as a precedent in case similar issues arise in the future, it would be greatly appreciated.

Finally, at the core of our project lies a sense of gratitude towards the industries, occupations, and individuals who support our society. Through our involvement, we have gained many realizations and learnings. Step by step, starting with small actions, we aspire to incorporate sustainability into our daily choices and decisions.

We would be delighted if we could continue to serve as a hint or inspiration for "something" in the future.

Sincerely, -From Thanks Hinohara Project-
