Thai Phan is a highly accomplished public figure with a diverse educational and professional background. She earned her high school diploma from Los Amigos High School, followed by a Bachelor's degree in Communication Studies from the University of California, Los Angeles. She further pursued her education at the University of Southern California, where she obtained both a Juris Doctor (JD) and a Master's in Public Policy. Professionally, Thai Phan has served as the Director at the Metropolitan Water District of Southern California and as the City Attorney for Duarte City. She is also a City Councilmember for Ward 1 at the Santa Ana City Council. Her previous roles include being an Associate Attorney at Rutan & Tucker, LLP, and various positions at In-N-Out Burger and the University of Southern California.
