I ask that San Francisco not waste $750,000 of our tax payer's monies on dog killer snuff filmer Tom Otterness - please rescind his contract due to public outrage. People who make animal snuff movies should not be rewarded especially from funds off the sweat of the People's backs.
Please consider using the funds for low cost or free spay/neutering of companion animals which would save the government money. Alternately, you can may impliment an animal cruelty/animal ordinance surcharge of $20 to help fund low cost spay/neuter programs which would not even cost the tax payers anything.
We do not consider animal torture and snuff "art," but is deviant activity.
