In 2002, Mike McQueary, then a graduate assistant at Penn State University, witnessed the vicious sexual assault of a child at the hand of an adult. Mr. McQueary made no effort to stop the rape and did not notify authorities.  Instead, he turned his back on the rape, notified his superior, and continued on with his life.  Mr. McQueary's inactions allowed for the subsequent rape of an untold number of other children and he should be held legally accountable for his failure to STOP or REPORT a child rape.
