There are people who cannot tolerate certain noise or visual disturbance. My life is now a misery because my neighbours refuse to move or change their windchimes. The council has tried their best .I have a rare neurological disease that means I can not cope with high pitched sound. My illness has been aggravated with horrible symptoms. My friend cannot cope with a neighbour's flag outside her window. It irritates her poor vision and occludes her view.

Peoples freedoms should not make misery for a neighbour. Anyone can live without certain items in their garden, but people with health problems can not live with worsening health. The letting agent in this case has done nothing to stop a great deal of problems caused by this neighbour.

These matters must be subject to a compulsory agreement with people living near by.
