PETITION OPPOSING THE UPZONING OF THE LUDLAM TRAIL
The Issue
Miami-Dade County is being asked by Flagler Development Group / Florida East Coast Industries (FECI) to amend the Comprehensive Development Master Plan (CDMP) Land Use Element text and Adopted 2020 and 2030 Land Use Plan (LUP) map. This is first step in the proposed upzoning of the Ludlam Trail corridor to allow up to 2,600 apartments, single family homes and commercial units and a bike and pedestrian trail comprised of a minimum 25% of the corridor (approx. 18 acres) within the 6.2 mile 100 foot wide corridor. The width of the trail corridor itself is expected to vary throughout its length and the final configuration shall be established through the adopted zoning and land development regulations potentially resulting in little more than a glorified sidewalk. Three community councils have already voted to deny or flat out reject the mixed-use development proposal. The CDMP amendment process is occurring without a master plan or public process? What happened to the world class linear park and trail?
Whereas: The Amendment to the CDMP states:
1) Add new language within the Transportation text in the Land Use Element to create a new land Use Plan map category entitled: "Ludlam Trail Corridor"
2) Add the new "Ludlam Trail Corridor" land use category to the Land Use Plan map legend
3) Apply the new "Ludlam Trail Corridor" designation to the former FEC Railroad Corridor

SO THAT A DEVELOPER CAN CONSTRUCT MULTIPLE HOUSING UNITS AND BUSINESSES WITHIN THIS CORRIDOR
THE SIGNERS OF THE PETITION STRONGLY OPPOSE THE CHANGES OF THE AFOREMENTIONED AMENDMENTS TO THE CDMP AND WE RECOMMEND DENIAL OF THE CHANGE IN LAND USE.
