"Cuda's Law"- changing the way Breeders do business in North Carolina
The Issue
Cuda is a deformed pit bull bearing physical traits often associated with inbreeding. She was purchased for $50 at a backyard breeder's home in Jacksonville, NC. Irresponsible breeding has contributed to pet overpopulation resulting in overcrowded shelters and rescues. This in turn means a high euthanasia rate.
25% of the dogs in shelters nationwide are purebred (HSUS)
North Carolina's Spay and Neuter Reimbursement Program indicates statewide euthanasia rates hover in the 70% range (2004-2008)
NC SB 460 (The Puppy Mill Law) passed the House Senate but ended in the financial phasing allowing irresponsible breeding to continue.
Four million cats and dogs—about one every eight seconds—are put down in U.S. shelters each year. Often these animals are the offspring of cherished family pets. (source HSUS)
We are requesting breeders to become certified after meeting the criteria set forth in "Cuda's Law". This benefits the breeder by showing their buyers that they are engaging in humane and responsible breeding practices. It also allows for the humane existence for North Carolina's companion animals.
Implementing taxes and licensing fees for breeders will bring much needed money to the State of North Carolina.
We are proposing that a "Certified Breeder" agrees to:
Certified means:
Agreement to take tutorial regarding stats regarding euthanasia and shelter numbers nationwide
Spaying or neutering any dog on property not being used for breeding
Limiting number of litters per season per breed on property
Paying breeders fee per litter and taxed on each sale
Subject to inspections each quarter- or if a complaint is received
DNA testing for genetic problems
Access to vet records for each dog
Proof of current rabies vaccination for any dog 4mths or older
No inbreeding- line breeding still acceptable with documented family tree
Customer records of each dog sold
Availability of rescue groups of that particular breed made available to them
Contracts between purchaser and seller that if dog is not to be used for show purposes that purchaser agrees to have the dog spayed or neutered
