As a consistent presence on America's roads, I have personally witnessed the dangerous and careless driving of foreign semi-truck drivers on visas. Many innocent Americans have been killed over profits. Our agencies of oversight, such as the Federal Motor Carrier Safety Administration (FMCSA), the Department of Transportation (DOT), and the various permitting state authorities, should be ashamed of their inaction. Their indifference is not only risking lives but is also, with a clear conscience, sowing the seeds for promoting driverless trucks. This lackadaisical attitude emanates from their financial motivations even when they clearly understand that these visa carriers lack appropriate training and safety standards. The FMCSA, has told DOT officers to not enforce the rules they set in place which is to obtain a CDL you must be able to speak, write and read english. This is a major safety issue as many digital signs around the country that have words that change depending on if there is an accident up ahead, a steep grade, high wind warnings, or closed lanes up ahead etc. Legally they need to be able to know if their BOL is correct when dealing with transporting of supplies and be able to communicate with shippers and receivers to be able to receive important information about the load and the special instructions you need to make sure you care for the load properly. I remember having to show the guy next to me at a shipper how to work his refrigerator trailer because he handed me his BOL and pointed to his reefer and didn't know what to do to get the correct temperature. DOT used to shut these guys down if they couldn't communicate and FMCSA told them to stand down, to let these guys go. They used to shut them down because inexcusably in appalling cases, these drivers have been found to create holes in their floorboards to defecate while driving and getting poo all over their underside and important mechanisms that keep their truck in working condition a standard that DOT is not enforcing on these drivers anymore. They have also been known to park their semi in a fuel bay and block and prevent drivers from getting fuel and continuing on with their day because they literally pray holding everyone up, wash their feet inside the truck stop IN THE SINKS, wash their entire trucks with the wand with washer fluid, they trash the entire truck stop parking lots because in their country there is no cleanliness standards so its the norm for them. Shippers and receivers complain they can't communicate with them and they also trash their bathrooms where they have refused drivers to be allowed to use their bathrooms and now put Porta potties outside for us no matter the temperatures. These drivers are the reason Walmart stopped allowing truckers to park overnight at the stores let alone at the distribution centers because of how filthy they behave. They also will put up curtains on their side windows of their semi truck WHILE DRIVING, blocking their view to see anyone on their sides etc. You have to have a clear view on both side of your truck and trailer at ALL TIMES while driving nothing can be blocking your views. They don't have to be trained or have a proper CDL while on a visa they have a different ID than the American citizen CDL holder who had to go through background checks, clearances if hazmat or tanker or want to go to ports, fingerprinted, clearances with clearing house etc. Everyone should be on across the board training by CDL HOLDERS running these training programs and have experience. I was trained by a 20 year old kid that had only been driving one year at a MEGA carrier company. Not acceptable for many reasons. We need to have standards. People here on a visa don't have even the basic standards the rest of us have. It shows! FMCSA preaches about wanting to keep the roads safe but haven't took action to keep Americans safe. 

Where is all the programs teaching high school students proper driving at all schools? We need an across the board training again with high standards and expectations to be able to pass. To have an experienced truck driver to go to each and every school across the nation and teach how to drive around semi trucks. WHY FMCSA, IS there NOT more training and requirements against the everyday license holder that doesn't have a CDL? They need serious education and a serious crackdown on behaving a certain way around semi trucks, harsh consequences of scrolling on their phones and texting because I see it daily amoung ALL DRIVERS and they swerve all over causing accidents as well. The foreigners already don't know how to properly drive and then when they text and scroll on top of it, it results in deaths. 

The majority of american citizen Semi drivers KNOW BETTER. They have to be alert and focused at ALL TIMES. However, all drivers need more education and training to obtain a regular license in high school let alone a foreigner on a fricken visa. 

Recently, Arkansas passed Bill HB1745, stipulating the enforcement of rules outlined in the Green Safety Book. According to this regulation, all truck drivers must be proficient in reading, writing, and speaking English. They also required to present proper paperwork and licenses under penalty of Class D Felony as well as fined up to $1,000. I strongly urge President Trump to make this a national policy, at minimum in Republican-governed states. In addition, the removal of all visa truck drivers who pose a serious threat to road safety and exhibit gross negligence in its most basic form is a paramount requirement. Some states such as Colorado has a slap on the wrist fine if you get caught driving without a CDL! 

I am also asking President Trump to have a meeting with truck drivers to hear our stories on this issue but also what is truly happening with the trucking industry from brokers, costs/fines/taxes on truckers to parking issues and being issued a FINE when congress knows parking is an issue ever since the ELD was created, as well as many other issues that desperately needs to be addressed. President Trump is all about bringing America's jobs back, please bring back our industry of AMERICAN CITIZENS ONLY, are allowed to get their CDL and or drive a semi in America and HARSH consequences if people are caught violating this. Even in Canada and Australia the truck drivers in that country are sick of the foreign semi truck drivers that were not born and raised there and being installed there and ruining their industry and country. They have installed mostly people from India, Russia, and middle eastern areas to Canada, Australia and America on visas. Having visa CDL holders has caused major freight price issues as well as these drivers don't do the same training what so ever as USA citizens have to do. 

This petition goes beyond just traffic safety; it is about our nation's responsibility to prioritize our citizens' lives over profit. For this reason, we cannot emphasize enough the need to enforce the Green Safety Book's regulations across the entire nation and abolishing visa truck drivers from our roads.
