THE PRECEDENT NEEDS TO BE SET THAT WE WILL NOT TOLERATE ANIMAL CRUELTY IN OUR COMMUNITY OR STATE.
An 18-year-old Minnesota man is facing animal abuse charges. 18-year-old Nong Vang told Wisconsin Rapids officers it was HIS puppy and he could do with it whatever he wanted. Prosecutors say he cut off a puppy's ears with a razor blade, which led to it’s death.
