President Obama has spoken clearly: Israel must end all settlement growth immediately. Israel, however, has refused, despite having agreed in earlier negotiations.  As a consequence, the U.S. should now tell Israel that it will send no more military aid until Israel stops settlements in the Occupied Territories.
