There has been study after study done that shows people will do everything possible to avoid staying - or going back in - the homeless system. The reasons why people who are capable of working (who are the ones who are getting charged rent) are in - have to do with the inability to find affordable housing in the area - not do with laziness, drugs, or some sort of bizarre desire to "milk" the system by living in a degrading living arrangement. This proposal is stupid and demeaning.
