Dear Representative,

I am a constituent of yours. I am writing you to urge you to support S.B. 153, “Safe Harbor for Exploited Children.” This important, bipartisan legislation passed unanimously in the Senate waits to be called for a vote in the House. This legislation does three things: it prevents the prosecution of young children for the crime of prostitution, makes it more difficult to criminalize older children for their own sexual exploitation, and strengthens the penalty for those who promote commercial child sexual exploitation.

Currently, Connecticut law does not protect children from prosecution for their abuse. Existing human trafficking laws and last year’s “raise the age” law both fail to protect children exploited through prostitution. After the trauma they experience at the hands of traffickers, victims can be further traumatized through prosecution and detention. In practice, Connecticut law enforcement does tend to treat these children as victims. However, it is necessary that the law requires victim protection. Children exploited through prostitution must be referred for services to help them rebuild their lives so that the cycle of abuse can be broken. Please support S.B. 153 with your vote.
