Legislation for a Veterans Assistance Fund through a NC State Tax Check Off
The Issue
The revenue generated from this check off will provide a much needed financial resource for all of the 100 counties across North Carolina for our veterans. Tax payer from every county can make donations to this fund on their North Carolina State tax return.
The goal of a NC State Tax Check Off: to increase the resources available for veterans programs in each North Carolina county through a voluntary contribution on your NC State Tax Return.
Elements:
-contribution of a one dollar minimum to a no maximum cap
-90% of revenue shall be returned to the county that the tax donation originated in
-10% shall be distributed equally to all 100 counties
-A countywide council of veterans' organization, veterans' families and support organizations inclusive of homeless veterans shall be established
-The council shall decide by consensus vote which project shall be funded
-The council must provide an audited report on an annual basis
-This money shall be a segregated fund under the United Way or fiscal agent capable of being the administrator of large sums of revenue
Project priorities shall include mental wellness, homelessness/housing, supportive services, job training/placement, women veterans.
