The Issue

I am a Veteran student recently discharged from active duty taking online classes in order to get an education. I use the Montgomery GI Bill to help pay for my education. Recently, as of August 1, 2011, interval pay is no longer payable to Veteran students during "breaks" under the MGIB-AD. I generally have two weeks between the end of one term and the beginning of another term, which never start at the beginning or the end of the month. This basically means that the VA is not holding up their promise to pay a monthly reimbursement to me when I elected to pay $1,200 , (and an additional $600 a few years later), when I signed my contract to enlist in the Army. As of October 1, 2010 the monthly pay rate, or reimbursement rate, is $1,426 full for time students. This new change will affect my reimbursement heavily. For example; If my current term ends on September 16, 2011, my reimbursement pay in October will only be $760.53 ($1,426 / 30 days in a month = $47.53 a day x 16 days (9/01-9/16) = $760.53) instead of the $1,426 that I was promised under this bill. My classes generally last 8 weeks, that span over the course of 3 calendar months. So not only will this "underpayment" happen for 1 month during a term, it will happen twice. So, during 1 term at my school, I will lose a total $1330.94 which is almost an entire month of reimbursement. The Post 9/11 GI Bill pays for full tuition & fees, a monthly housing stipend (equivalent to BAH for an e5 with dependents), and an annual books and supplies stipend, but does not currently offer that type of assistance to those Veteran students who are in distance learning programs, such as myself. ALL education programs through the VA will be affected by this. However, with the Post 9/11 GI Bill, the Veteran's entire tuition is still being paid; only their housing allowance will be affected and prorated. During my time on active duty, I also participated in the $600 buy up program and contributed the full amount so I would get an extra $150 a month in reimbursement for my education. I think it is very unfair that the Montgomery GI Bill users are being trampled on because we are still responisible for paying our own tuition and the MGIB is a reimbursement program. Regardless of breaks, my tuition still costs the same amount of money. The VA also did these changes without any real notification to the Veterans. I deserve the lousy $1426 a month to help pay for school; I put my life on the line for it. I'm not asking for much, just what I was promised when I signed my name on that dotted line. During tough economical times such as these, especially having two full time students in my household, every penny counts. Please help me fight to get the much deserved Montgomery GI Bill interval pay back for myself and the other Veterans who have fought for our country!!
