Beheading is a dehumanizing and barbaric act that has no purpose or justification.  Beheaders should be punished to the maximum extent of the law.  Organizations that advocate, promote, support, implement, or aid beheading should be denied all funding from any source.  United Nations and USA should be barred from sending aid directly or indirectly to such persons or organizations.
