Everyone who rides Tri-Met is affected by Tri-Met's refusal to provide proper enforcement of their own rules. Tri-Met constantly seems to complain about not having enough money while losing money left and right because of the lack of rule enforcement. Tri-Met should step up to the plate and start enforcing it's own rules before pushing through another fare hike.
