The Conservation Commission of the Town of Andover, MA is proposing the construction of a parking lot on conservation land at 180-194 Chandler Road.

The Conservation Commission is both the applicant and issuing authority for the approval of this construction which effectively allows them to approve plans for themselves. The site is located within an area of "Priority Habitat" as mapped by the Natural Heritage and Endangered Species Program and is also adjacent to the Fish Brook/Haggets Pond Watershed Protection Overlay District, which is an integral part of the Town of Andover water supply. The Commission has proposed no provisions to protect this water supply.

The proposed shape of the parking lot is a lollipop, which will allow cars to park and remain hidden from the road, and will therefore encourage the conduction of illegal activities including disposal of hazardous materials .
