Street Vending, especially Pie Vending, has been a unique tradition in the town of Naples. Throughout the fall, peaking on the weekend of the Grape Festival, pie bakers (peddlers of grape distinction) partner with the rolling hills, fragrant vineyards and fall foliage to offer a spectacle that brings folks into this quaint upstate town by the thousands. An amendment to the Code of the village of Naples threatens to snuff out this wholesome tradition. The amendment requires vendors to apply for a permit, establish a DBA, carry liability insurance, workman's comp and a variety of other small requirements. If this amendment is passed, it will succeed in killing off a vibrant cottage industry.
