Keep PAC zoning for Cornwall Commons pending a new EIS or alternative plan
The Issue
The justification for the proposed Cornwall Commons development -- its size, its design, its community impacts -- is based on its status as a Planned Adult Community (PAC), restricted to ages 55 and older. The developer's request to remove this restriction and build the same 490-unit development makes no sense. Despite his assurances that impacts would not change, it is clear that the new proposed development would place a disproportionate burden on Cornwall's tax bills, schools, roads, firefighters, police, sewer and water systems, and home values.
The Board does not have to grant the zoning change, and we urge the Board to keep the zoning as is until another Environmental Impact Study (EIS) is conducted or the developer proposes alternative approaches.
