Reinstate the B39 and B51 bus routes

The Issue

The B39 and B51 provided vital public transportation between the boroughs of Brooklyn and Manhattan for wheelchair users.  Unlike Access-A-Ride, bus transportation requires no reservation, thus allowing for spontaneous traveling.  Additionally, bus transportation is safer and much more reliable than the subway system.  Access-A-Ride is good for those individuals who, for whatever reason, cannot use public transportation.  It should not be forced upon people who prefer the independence of traveling with buses.  Wheelchair users need transportation options.
