This bill will remove barriers to employment and reentry facing ex-offenders in the State of Ohio, Currently a wide variety of restrictions and penalties, also called collateral sanctions, impose punishments far beyond those imposed at sentencing, affecting ex-offenders for the rest of their lives, decades after their release from prison. By reducing collateral sanctions and increasing employment opportunities for individuals with criminal records, the bill will reduce the likelihood of ex-offenders committing future crimes, thereby reducing victimization, recidivism and social service system costs and potentially increasing payroll tax revenues for local communities. The legislation also reforms the juvenile justice system and allows for child support orders to be modified based upon an ex-offenders actual earnings rather than their earning potential prior to incarceration.
